Abstract
The liberal world order, characterized by values such as individual self-determination, rule of law, democracy, market economies, tolerance, and multilateral institutions, is eroding rapidly. At the same time, a global polycrisis of climate change, biodiversity loss, inequality, and political violence demands robust and coordinated multilateral responses. Yet it remains unclear how effective global environmental governance can emerge and be sustained under post-liberal conditions. This talk first outlines key elements of the “liberal script” that has underwritten the past three decades of global economic and political integration. It then conceptualizes the rupture of the liberal world order along three dimensions: democratization versus authoritarianism, economic integration versus protectionism, and multilateralism versus minilateralism. Drawing on empirical evidence of these shifts, the talk develops four scenarios for global environmental governance in an increasingly fragmented, power-based and unpredictable international system.
